Weka is a free and open source data miner app and DB tool developed by Weka Team for Windows, it's reliable and easy-to-use.
The download has been tested by an editor here on a PC and a list of features has been compiled; see below. We've also created some screenshots of Weka to illustrate the user interface and show the overall usage and features of this data mining program.

Weka (Waikato Environment for Knowledge Analysis) is a collection of machine learning algorithms for data mining tasks. It contains tools for data preparation, classification, regression, clustering, association rules mining, and visualization.
It is widely used for teaching, research, and industrial applications, contains a plethora of built-in tools for standard machine learning tasks, and additionally gives transparent access to well-known toolboxes
It is written in Java and runs on almost any platform. The algorithms can either be applied directly to a dataset or called from your own Java code.
